Its debatable that there will be no debate in the monsoon session of the Parliament. No Question hour. The explanation being given is the short duration due to the Covid crisis. The monsoon session of the Parliament which is to open from September 14, has been especially modified with SOP. It will run for eight hours of four hour shifts between Lok Sabha and Rajya Sabha. But the moot point is what is the objective of having a Parliament session if no debate is allowed. The main objective of the main institution of democracy–the Parliament –is expression of the voice of people through MPs. Apart from passing ordinances — which can be done without the Parliament with just the consent of the President. But even as the opposition – Congress -claims the BJP govt wants to avoid answering tricky questions in the covid pandemic and China, the fact remains the suggestion must have been passed by the Parliamentary Business Advisory committee. The opposition is part of the Business Advisory Committee. Hence the opposition is equally party to the conundrum of the monsoon Parliament session without a debate.
